TERMS OF REFERENCE AND CALL FOR EXPRESSION OF INTEREST FOR CONSULTANT SUSTAINABILITYAND RESOURCE MOBILISATION TO FIELD SCHOOLS HUB

African Forum for Agricultural Advisory Services (AFAAS) is a Continental body that brings
National Agricultural Extension and Advisory Services (AEAS) providers in Africa under one
umbrella. The AFAAS’ goal is to enhance the utilization of improved knowledge and innovations by
agricultural value chain actors for improving productivity oriented towards their individual and
national development objectives. AFAAS desires to ensure enhanced competency of AEAS
providers to enable them to better address the increasing needs and demands of various value chain
actors. The AFAAS has received a grant from the Food and Agriculture Organisation of the
United Nations (FAO) in support of FFS networking and technical support. FAO has provided
AFAAS with a grant for a period of one year (PO Number: 342242), to implement the Eastern
Africa Field School Support Hub project. For the implementation of the project activities,
AFAAS will conduct procurements for goods, consulting and non-consulting services, in
accordance with the AFAAS Procurement Management Manual and in compliance with the
IFAD Procurement Handbook and IFAD Procurement Guidelines.
Now, AFAAS is seeking services of an experienced individual(s) to provide technical services on
resource mobilization, finalization of FSSH strategic Plan, and Recourse mobilization and
sustainability strategy
The objective of this consultancy service is to:
Provide technical support in resource mobilization including review of the EA strategy, resource
and mobilization strategy. The consultant shall pay critical attention to ensuring robust
sustainability mechanism of the resource plan.
Duration of the Assignment
The assignment shall be undertaken in the period of 30 working days, spread in November –
December 2020
Qualification and Experience
The consultant is expected to have the following set of competencies and academic qualifications
which will form the basis for selection of the consultant:
a) Master’s degree in Agricultural Extension, Economics, social studies, Economics or
development studies
b) At least seven years’ experience in the agricultural research and development sub-sector, with
focus on African context;
c) Strong social capital within funding organizations and within Africa’s agricultural research
and development organizations. The ability to engage with the private sector will be an added
advantage;
d) Profound experience in resource mobilization with a record of winning competitive grants
from traditional and non-traditional donors;
e) Excellent writing, presentation, and communication skills;
f) Flexibility and availability of a team to support the process within a limited time period.
Interested individual(s) must provide information verifying that they are qualified to perform the
services and meet the minimum required experience criteria above.

(iii) a brief summary of Technical and Financial proposal (Maximum 2 pages);

(iv) References/Recommendation Letters.

The service provider will be selected based on the “Consultant Qualification Selection
(CQS)” procurement method by AFAAS Procurement management manual and IFAD
Procurement Handbook (approved in September 2010). Interested individual(s) may obtain
