CALL FOR EXPRESSION OF INTEREST AND TORS FOR PROVISION OF TECHNICAL SUPPORT SERVICES TO EA – FS SUPPORT HUB (FIELD SCHOOL MASTER TRAINERS)

    • BACKGROUND

     

    African Forum for Agricultural Advisory Services (AFAAS) is a Continental body that brings National Agricultural Extension and Advisory Services (AEAS) providers in Africa under one umbrella. The AFAAS’ goal is to enhance utilization of improved knowledge and innovations by agricultural value chain actors for improving productivity oriented towards their individual and national development objectives. AFAAS desires to ensure enhanced competency of AEAS providers to enable them better address the increasing needs and demands of various value chain actors. The AFAAS has received a grant from the Food and Agriculture Organisation of the United Nations (FAO) towards strengthen FS interventions in the framework of EFI investments programs in Eastern Africa. FAO has provided AFAAS with a grant for a period of one year (PO Number: 349524), to strengthen the Eastern Africa Field School Support Hub project. For the implementation of the project activities, AFAAS will conduct procurements for goods, consulting and non-consulting services, in accordance with the AFAAS Procurement Management Manual and in compliance with the IFAD Procurement Handbook and IFAD Procurement Guidelines.

     

    Now, AFAAS therefore is seeking services of qualified and experienced Field Schools Master Trainers (MTs) domiciled in Kenya, Burundi, Rwanda, Uganda, Ethiopia and South Sudan/ Sudan to provide technical assistance and backstopping to the implementation of Government investment programmes and overall FFS work in Eastern Africa, with knowledge sharing across Africa and world-wide.

     

    • OBJECTIVE OF CONSULTANCY SERVICE:

     

    The objective of the assignment is to provide technical support services to ensure the quality of FS interventions through provision of trainings and document development with emphasis on investment programmes.

     

    • DURATION OF THE ASSIGNMENT

     

    The assignment shall be for initially 10 months (when actually employed), spread through March to December 2022 and may be renewable, based on need, availability of funding and satisfactory performance.

     

    • QUALIFICATION AND EXPERIENCE

     

    The consultant is expected to have the following set of competencies and academic qualifications which will form the basis for selection of the consultant:

    1. A minimum of university degree in an Agriculture or development related field with at least 10 years of professional experience in the field agricultural development, small-holder/agro-pastoral development sector.
    2. A competent FS Master Trainer having conducted at least 3 Trainers of Trainers (TOTs) with at least 5 years’ experience in implementing FS programmes;
    3. Extensive knowledge and direct experience of FS programming and technical backstopping.
    4. Competence in Participatory Monitoring and Evaluation processes;
    5. Excellent writing and documentation skills, proven skills on conducting virtual training and information sharing sessions.

    The consultant will be selected based on the “Consultant Qualification Selection (CQS)” procurement method by AFAAS Procurement management manual and IFAD Procurement Handbook (approved in September, 2010).
