CALL FOR EXPRESSION AND TORS FOR INTEREST FOR PROCUREMENT OF PROGRAMME ASSISTANT (PA) TO SUPPORT AAEW2021

  • BACKGROUND:

 African Forum for Agricultural Advisory Services (AFAAS) is a Continental body that brings National Agricultural Extension and Advisory Services (AEAS) providers in Africa under one umbrella. The African Forum for Agricultural Advisory Services (AFAAS) has received grant funding from the European Union funded by International Fund for Agricultural Development (IFAD) under Grant Number: 2000002981 towards the implementation of the Comprehensive Africa Agriculture Development Programme ex-pillar IV (CAADP XP4) Project under the initiative “Development Smart Innovation through Research in Agriculture (DeSIRA)”. For the implementation of project activities, AFAAS will conduct procurements for goods, consulting and non-consulting services, in accordance with the IFAD Procurement Handbook and IFAD Procurement Guidelines.

One of the AFAAS flagship initiatives is Africa Wide Agricultural Extension Week (AAEW2021). The fifth edition of AAEW2021 will be a held in Uganda and hosted by the Ministry of Agriculture and Uganda Forum for Agricultural Advisory Services – UFAAS. AAEW participatory learning event, with many different kinds of sessions including keynotes, panel sessions, input presentations in plenary, group work, parallel workshops, short presentations, share fair, and field trips. Participants will be given a wide range of opportunities to provide inputs that will cover experiences, evidence, and practice. This event is very demanding and needs meticulous preparations.  UFAAS is the co-host and the Secretariat of AAEW2021, yet with limited staff. There is therefore urgent need to boost UFAAS Secretariat capacity to coordinate all the teams, especially the National Planning Committee (NPC) and also Regional Organizing Committee (ROC). In view of this inevitable need, AFAAS will support UFAAS Programme Assistant (PA) to provide technical services and continue supporting the Chief Executive Officer in planning and coordinating all AAEW2021 activities.

  • OBJECTIVE OF THE CONSULTANCY:

The objective of the assignment is to provide operational support services in the day-to-day planning, coordination and technical services for smooth planning and coordination of AAEW committees and stakeholders.

  • DURATION OF THE ASSIGNMENT:

 The Programme Assistant shall be based at AFAAS Secretariat, and he/she shall be expected to work for 6 months (Six) effective September 2021, up to February 2022.

  • QUALIFICATION AND EXPERIENCE:

 The following set of competencies and qualifications will form the basis for selection of the Programme Assistant.

  • Minimum of a Bachelor’s degree in a relevant field i.e., social sciences, agric., management, etc
  • Experience of at least 2 years conducting support services to NGOs.
  • Demonstrated ability to project positive corporate images, reporting on key achievements and effectively advocating vision and priorities to internal and external stakeholders
  • Ability to identify and understand different audiences and utilize appropriate communication channels and content.
  • Excellent command of English both written, basic French or any other commonly used African language (Kiswahili, Arabic, Portuguese) will be an advantage

The Consultant will be selected based on the “Consultants Qualification Selection (CQS)” procurement method in the IFAD Procurement Handbook (approved in September, 2010).
