The guidelines are designed to ensure that the sub-grants are administered with proper financial stewardship and that the sub-grant funds are used according to the requirements of AFAAS. It further provides the general information about AFAAS Sub-grant programs, including procedures to apply for sub-grants, record keeping and reporting requirements. It sets out the tools, guidance and process for identifying, selecting and contracting sub-grantees and disbursement of the sub-grants.
The guidelines are organized into three sections: the first section (Chapters 1-5) focuses on the Overview of AFAAS, AFAAS Sub-grant system, Sub-grant Application procedure and Evaluation and Award procedure; the second section (Chapters 6-9) focuses on Types of SubGrant and Applicable Conditions, Sub-Grant Access and Management, Sub-Grant Modifications, Sub-Grant Activity Completion and Close-Out; the third section (Chapter 10-11) focuses on Reporting and Financial Management Procedures and Monitoring and Evaluation for the sub-grant.
